I think it would be a good idea to have some form of an aquatics unit in P.E. Even if your school district does not have a pool, many schools can set up something with their local YMCA and go once a week to swimming lessons for a period of time.

In Jr. High, (way back when), our PE class had a biathlon requirement-swimming and running. Then we spent two weeks working on different stroke techniques. This was a great motivator for several of the students who were uninterested in regular participation (court activities, weights, etc).
