At what age level should winning be considered more important then equal playing time? Or should winning be more important then equal playing time?

Depending on the sport and where you are located geographically, winning could be the most important thing to a school district. Lots of high school football programs have coaches that are very highly paid and paid this amount of money to win football games. Obviously in this case, equal playing time does not come into the equation. Equal playing, however, is important with younger children ages 5-6 or so.
