I Know of a school system that has a special ed teacher giving adapted pe. Can this person give PE with out being certified in Adapted PE?

It is my understanding that a physical education degree is required for anyone teaching either physical or adapted physical education. Unless the special ed teacher has an endorsement in physical education, it should not be taught by that person.
